The objective of the project NOAH is to make and keep information flow manageable during a flood emergency situation. The right information has to be available quickly, clearly and reliable before, during and after a flood situation. The means is the information system FLIWAS. The project target groups are water managers, emergency management organizations and (local) government officials.
Innovative aspects of NOAH
- Coordination with other EU-supported projects
By means of regular meetings and exchange of results with other relevant projects active in the field of flood management an optimal coordination of methods, (ICT) architecture and operational implementation is realized. For more information about partnerships and networks go to: Participants
- Joint development of the information system FLIWAS
The foundation for cross-border flood management will be the widely applicable software FLIWAS, based on standardized data. FLIWAS links information of water systems, topography and infrastructure with local area knowledge and local water management expertise. At present no comparable digital information system exists. For more information about FLIWAS go to: about FLIWAS
- Training and exercises
The information system FLIWAS will be implemented by all project partners. During the implementation phase training sessions at different user levels will be organized. The next step is to enter the needed data and establish links with other systems. When FLIWAS is fully implemented flood emergency exercises will be organized.
- Support and maintenance and management
To ensure continuity in development and support (and thus future use of FLIWAS) a support, maintenance and management organization will be established.
- Flood Partnerships along the Rhine
Information for the public and communities will be made available through the Flood Partnerships along the Rhine; the objective is to make them aware of the risk of flooding, and what they can do to minimize the effects. The Flood Partnership organizations bring together both experts and the general public.
- Wide ranging exchange of knowledge and experiences
Exchange of knowledge and experiences takes place at both national and international level. For more information go to: Participants
