NOAH

Three projects, one flood information system

Optimal information supply. That is what the HIS, NOAH and VIKING projects are all about.

HIS is an automated information system of Rijkswaterstaat. Given an imminent or existing flood situation, HIS offers current information about the places where the water retaining structures are under threat. HIS also provides insight in the consequences and the safety of the population if the structure fails.

NOAH works with water managers from several European countries to improve information supply during floods and to achieve greater citizen participation. This is done through the development of FLIWAS (Flood Information and Warning System). NOAH is co-financed by the European Union under the Interreg IIIb programme. The responsible (lead) partner of the NOAH project is STOWA (Foundation for Applied Water Research) in Utrecht.

VIKING is a cooperation between the province of Gelderland and the German federal state Nordrhein-Westfalen. The VIKING objective is to improve cross-border calamity management. Among other things, VIKING uses HIS for flood calculations and develops an evacuation module that supplies information on the current situation during a flood.

One flood information system: FLIWAS
Because the objectives of HIS, NOAH and VIKING overlap, a cooperation was decided on in 2004. This cooperation will result in the delivery of one complete flood information system early 2007: FLIWAS.
FLIWAS is the indispensable bridge between water managers and decision makers. Thanks to up to date, reliable information. But also thanks to the link between flood information and emergency action plans.

Chain of cooperating parties
With the introduction of FLIWAS, a chain of cooperating parties in disaster relief comes into being. In the Netherlands, these parties are Rijkswaterstaat, the provincial authorities, the municipalities along the river in Gelderland, the district water boards and the safety regions in Gelderland. In Germany, the parties are the Stua’s Krefeld and the Regierungspräsidium Karlsruhe, the ministries in Nordrhein-Westfalen and Baden-Württemberg, the city of Cologne and the district councils of Kleve and Wesel. In addition to these parties, a large number of other institutes have also shown their interest.
